During the Cold War, the US miliary asked the RAND Corporation think tank to foresee protective techonologies in case the Soviet Union would destroy communication systems with a nuclear attack. Baran proposed a system wired like the human central nervous system in which words would be changed into numbers for transmission to avoid noise and distortion. He also suggested that content be divided into bundles of data, reconfigured about reaching the destination.
