In a 1994 article on encryption, Dan Gillmore quotes Stewart Baker: "But for all the concern about such abuses, the real low-in-the-throat growling came in response to government defenses of Clipper and wiretapping proposals. Eyes rolled when the National Security Agency's Baker said 'unbreakable encryption would give really bad people, such as child pornographers, a sanctuary.'"
