According to his rival Franz Joseph Strauss, Helmut Kohl did not have the right character to become Chancellor. After Kohl's first run for Chancellor in 1976 had failed, he became Chancellor of (West) Germany from 1982 to 1998. His 16-year tenure was the longest of any German chancellor since Otto von Bismarck who was Minister President of Prussia from 1862 to 1890.
