One of the recurring dilemmas in Moscow's urban plans concerns its Sovjet heritage. The question often arises whether to deconstruct the typical five-storey buildings which are sometimes in very bad condition. And if the answer is positive, where to move the residents?
The approach announced by ex-mayor of Moscow Yuri Luzhkov seems promising, but in a lot of cases residents were given apartments in new panel buildings in the outskirts of Moscow. As such, compensation for their lost apartments in the city center did not live up to the prediction.
