In 1954 Khrushchev turned the policy towards providing the population of the USSR with the decent housing. He gave a speech (‘On the extensive introduction of industrial methods, improving the quality and reducing the cost of construction’ given at the National Conference of Builders, Architects, and Workers in the Construction Materials on December 7, 1954.) which emphasized the importance of the industrial methods of constructions which could radically increase the speed of construction and, thus, make apartment available for everyone.
Khrushchev's very ambitious claim did not come true. Instead, Gorbachev would make another similar promise in 1985.
