Liberal democracy will be the final form of government.

"What we may be witnessing in not just the end of the Cold War, or the passing of a particular period of post-war history, but the end of history as such: that is, the end point of mankind's ideological evolution and the universalization of Western liberal democracy as the final form of human government."

Fukuyama's ideas, first published in an article for The National Interest, and three years later as a book, traced the end of history theories from Hegel and Marx and Kojeve, ultimately arguing that fascist and communist systems of government were no longer a threat to western democracy and capitalism.
